The Outstanding Student Scholarship Program, abbreviated as PBSB, is an affirmative program to expand access for students to continue their undergraduate and professional studies through an integrated program starting from the cooperation process, management, special selection system for students, as well as providing the necessary financial assistance for students who meet the requirements, to guidance during the study period and guidance on community service after graduation;

The Partner Universities of the Ministry of Religious Affairs in PBSB for the 2016 Fiscal Year are: Bogor Agricultural Institute (IPB), Sepuluh Nopember Institute of Technology (ITS) Surabaya, Gadjah Mada University (UGM) Yogyakarta, Airlangga University (UNAIR) Surabaya, Indonesia Education University (UPI) Bandung, Syarif Hidayatullah State Islamic University Jakarta, Sunan Kalijaga State Islamic University Yogyakarta, Maulana Malik Ibrahim State Islamic University Malang, Sunan Ampel State Islamic University Surabaya, Sunan Gunung Djati State Islamic University Bandung, Walisongo State Islamic University Semarang, Alauddin State Islamic University Makassar and Cendrawasih University Jayapura.

Islamic boarding schools or pondok pesantren are community-based Islamic religious educational institutions which are integrated with other types of education, where within the scope of PBSB, it is mandatory to have (1) Kyai, Ustadz, or other similar titles; (2) Santri; (3) Pondok or Dormitory; and (4) Mosque or Prayer Room, and (5) it is mandatory to hold yellow book study sessions according to the characteristics of each Islamic boarding school;

The Yellow Book is a classic Arabic language book (kutub al-turats) which has its roots in the tradition of knowledge in Islamic boarding schools and is in accordance with Indonesian Islamic values;

Muadalah Islamic Boarding School is an Islamic religious education that is held in Islamic boarding schools in a structured and tiered manner and has been given equal status with formal education using standard criteria and quality that has been determined fairly and openly through a decision by an authorized official in accordance with applicable laws and regulations;

Madrasah Aliyah, hereinafter abbreviated as MA, which is within the Islamic Boarding School environment, is a form of formal education unit under the auspices of the Minister of Religion which provides general education with Islamic religious characteristics at the secondary education level as a continuation of SMP, MTs, or other forms of equivalent or a continuation of learning outcomes that are recognized as the same as or equivalent to SMP or MTs;

Package C Equivalency Education organized by Islamic boarding schools is non-formal education equivalent to MA organized by Islamic boarding schools.
